- Gather all ingredients and tools: a medium saucepan, a mixing bowl, and parchment paper.
- In the medium saucepan over medium heat, combine the butter, sugar, milk, and cocoa powder. Stir continuously until it comes to a gentle boil.
- Once boiling, let it simmer for about 1 minute without stirring.
- Remove the saucepan from heat. Add the rolled oats and vanilla extract to the chocolate mixture. Stir until well combined.
- Drop spoonfuls of the mixture onto parchment paper, shaping them into cookie-like forms.
- Let the cookies cool at room temperature for at least 30 minutes.

Notes
Store in an airtight container in the refrigerator for up to a week. For longer storage, they freeze well for up to three months, but use parchment paper between layers.
